XXIX International Seminar on Public Budget

The Public Budget International Association (ASIP) organized the XXIX International Seminar on Public Budget with the Undersecretary of Expenditure of the Secretary of Finance of the Government of Mexico.

The event took place in Mexico DF, Republic of Mexico, from June 23 to 27, 2002.

The topics chosen for discussion were:

I.  Keys to improve Public Expenditure Productivity: Systems involved. Consequences. Scopes
II. The effects of economic and financial globalization on Public Budgets in developing countries. Problems, advantages and consequences
III. The Congress's Role in the Budgetary Process.

There were also four Panels dealing with the following specific subjects:

A. Political, planning and public budgeting processes. Interactions. Insufficiencies. Experiences and results
B. Fiscal Stabilization Funds as a means to balance the Public Sector Finances. Advantages. Difficulties.
C. Alternatives for the infrastructure's financing
D. Is the current organization of the National States adequate to develop management by results? Decentralization of services.

In addition, there were three conferences:

  • The Fiscal Policy as an instrument for economic reactivation.
  • Monetary unions. Different types. Costs and benefits ratio of a common monetary area. The monetary and currency regime of the European Union, and differences with other common markets.
  • "Measurement of Public Organisms' performance"

Important speakers including American, and European government officials, scholars and International Organization officers participated in these activities.
