XXX International Seminar on Public Budget

The XXX International Seminar on Public Budget, has been organized on this opportunity by the Public Budget International Association (ASIP), the Ministry of Finance of Cuba, the Cuban Public Budget Society and the National Association of Economists and Accountants of Cuba. This event has been carried out between June 9 to 13, 2003 in the city of Havana, Cuba.

The Seminar counted on the participation of representatives of the member countries and other outstanding public figures in the field of Budget and Public Finance coming from various countries and international organisms which have been especially invited.

The topics chosen for discussion this year were:

  1. Credibility of budgetary procedures. Situation in Latin America and the European Union. Problems, reasons and solutions.

  2. Towards the development of a public management pattern. A critical analysis.

There were also three Panels dealing with the following specific subjects:

  1. Management indicators at different periods of the budgetary process. Practical experiences.

  2. Public management and the budget. New modes of developing Public Management. Experiences, effects and results.

  3. Governmental strategic planning and public budget: territorial aspects and regional development
In addition, there were lectures on the following:
  • Exchange regimes in developing countries and the international financial crisis. Problems and limits.

  • The State's role in the XXI Century's Latin American agenda.

  • Practical effects of Globalization on the decisions made by National Institutions and the political processes.

  • National accounts and the Public Budget. Measurement Analysis of the Health and Education Services and other social services.

  • Zero Hunger.
